Kings County farmers are now facing natural and man-made drought conditions.

In the above picture, Ernie Taylor stands in his 300-acre cotton field near Five Points, Calif., which he is abandoning, because of the lack of water.

But the Central Valley is not the only area facing this problem. The whole Western part of the United States has a water management problem.
